चुनावी बांड: दुनिया भर के लगभग सभी लोकतंत्र में राजनीति में पैसे की बढ़ती भूमिका और इससे जुड़ी समस्याएं समाचारों में आती रहती हैंI आजकल भारत में भी चर्चा है इलेक्टोरल बांड को लेकर रोज़ कोई ना कोई खुलासा सामने आ रहा है आंकड़ों का अध्ययन करें तो अभी भी जारी है कि खासकर बड़े कॉर्पोरेट पर नजर है और यह देखा जा रहा है कि कौन किसका वफादार है क्या हम आने वाले समय में चांदी की व्यवस्था में सुधार कर सकते हैं?

भारत के चुनाव आयोग द्वारा जारी आंकड़ों के विश्लेषण से पता चलता है कि एक से अधिक बार चुनावी बांड खरीदने वाला अधिकांश कंपनियां किसी एक पार्टी के प्रति वफादार नहीं है भारतीय जनता पार्टी के पास 43 वफादार कॉर्पोरेट जान दानदाता है जो दूसरी पार्टियों की तुलना में सबसे अधिक थे भाजपा के बाद ममता बनर्जी की अखिल भारतीय ट्राईमुर्ग कांग्रेस के पास 16 वरदान देता हैयह विश्लेषण वफादार दानदाताओं को उन कंपनियों के रूप में परिभाषित करता हैI

जिन्होंने एक से अधिक बार दान दिया है और हर बार एक ही पार्टी को दिया है ऐसे दानदाताओं में सबसे अधिक खरीदारी करने वाली कंपनी कोलकाता स्थित रिप्ले और कंपनीऔर हैंडलिंग प्राइवेट लिमिटेड थी जिसके सावधान त्रिमूल का दौरान बनाई गईमूल्य के हिसाब से डीएलएफ कमर्शियल डेवलपर्स द्वारा भाजपा को दिए गए पांच दम शीर्ष पर हैं जिन की कीमत 130 करोड रुपए हैI

चुनावी बांड: एक से अधिक बार चुनावी बाद खरीदने वाली 91 कंपनियों ने एक ही पार्टी को कई बार चुनावी बांड चंदा दिया था चुनाव आयोग की ओर से जारी चुनावी बांध के आंकड़ों का विश्लेषण अभी भी जारी हैगौर करने की बात है कि 263 कंपनियों ने कई बार चुनौती है विश्लेषण के अनुसार 762 कॉर्पोरेट दानदाताओं में से 263 ने निर्धारित समय सीमा के भीतर एक से अधिक बार चुनावी बाद खरीदे हैं मेगा इंजीनियरिंग एंड इंफ्रास्ट्रक्चर सबसे अधिक बार बंद खरीदने वाली कंपनियां छत्तीसगढ़ बैंड खरीदे हैं और नौ अलग-अलग पार्टियों को चंदा दिया हैI

सबसे बड़ी लाभार्थी भाजपा को 362 अलग-अलग कॉर्पोरेट दानदाताओं ने चंदा दिया था जिसमें से 43 वफादार दानदाता थे इसके बाद कांग्रेस को 177 दानदाताओं ने चंदा दिया पर केवल आठ दानदाताओं ने ही बार-बार चंदा दियाI

बड़ी पार्टी के साथ ही सत्ताधारी पार्टी को भी इलेक्टोरल बांड के मामले में फायदा हुआअपने देश में अभी भाजपा अकेली पार्टी जिसके पास सारे 300 से ज्यादा दानदाता है इसके बाद कांग्रेस बरस तृणमूल का स्थान हैइन प्रमुख चार परियों के पास ही 100 से ज्यादा कॉर्पोरेट दानदाता है कॉर्पोरेट उन पार्टियों को जी देते हैं जो सत्ता में है इन कंपनियों की नीति को सहज ही समझाया जा सकता है I

चुनावी बांड: हालांकि कॉर्पोरेट की ओर से किए जाने वाले दान अक्षर विवाद में भी रहता हैऔर जिन पार्टियों को दान मिलता है वह निशाने पर रहती हैं अपने यहां प्रदर्शित का यह स्टार नहीं है जैसा होना चाहिए हम यह देख पा रहे हैं कि स्टेट बैंक ऑफ़ इंडिया सर्वोच्च न्यायालय और चुनाव आयोग ने आखिरी जारी करके पारदर्शिता सुनिश्चित करने की कोशिश की है पर राजनीतिक पार्टी ने सुप्रीम से इस दिशा में कुछ भी नहीं दिया है दरअसल अपने देश में कोई भी राजनीतिक पार्टी ऐसी नहीं है जो अपने खजाने में पूरी तरह से सफेद धन होने का दावा कर सके|

अमेरिका ने अपने अनुभव से सीखा है हालांकि वहां भी चंदा पूरी तरह से पारदर्शी नहीं है वहां यदि आप सीधे किसी उम्मीदवार के अभियान के लिए $50 से अधिक कोई रसीदान करते हैं तो अभियान को डाटा की पहचान और राज के बारे में संघीय चुनाव आयोग को बताना पड़ता है कमी वहां है जहां गैर लाभकारी संगठन दानदाताओं का खुलासा किए बिना पैसे खर्च कर सकते हैं अमेरिका ने साल 2020 के चुनाव में अनुमान लगाया थकीला धन एक अरब डॉलर से अधिक का था

ध्यान देने की बात किया है कि इलेक्टरल बांध के अब तक के आंकड़ों के अनुसार 11 कंपनियों ने पार्टियों बदली है एक बार एक पार्टी को चंदा देने के बाद 11 कंपनियों ने अगली बार दूसरी पार्टी को दान देने का फैसला किया है इनमें से एक कंपनी अरबिंदो फार्मा भी है जिसकी खूब चर्चा हो रही है इन 11 मामलों में पांच मित्र अनमोल कांग्रेस लाभार्थी रही है भाजपा को केवल तीन मामलों में ही लाभ पहुंचा है कोई भी कंपनी किसी भी डाल से संबंध खराब नहीं करना चाहती है इसलिए भीएक अधिक दलों को दान देता हैI

अमेरिका भले ही दुनिया का सबसे पुराना लोकतंत्र हो पर यह दुनिया का सबसे महंगा लोकतंत्र भी है यदि आप अमेरिका में राष्ट्रपति या कांग्रेस का चुनाव लड़ना चाहते हैं तो श्रेष्ठ धन संचय करता बनने के लिए तैयार रहे पारदर्शिता मां डंडों को पूरा करने के लिए कुलसी के अनुरूप एक खाता ऑडिट और कानूनी टीम होनी चाहिए अमेरिका में हर लेन-देन पर कड़ी नजर रहती है और स्थापित व्यवस्था के तहत लोगों को फंडिंग संबंधी जरूरी सूचनाओं मिलती रहती हैं I

If we study the figures, then it is still going on. Especially big corporations are being monitored, and it is being seen who is loyal to whom. Can we improve the silver system in the coming years?

Analysis of data released by the Election Commission of India shows that most corporations that purchase electoral bonds more than once are not loyal to any one party. The Bharatiya Janata Party has 43 loyal corporate donors, which is the highest compared to other parties.

The big party as well as the ruling party also benefited in the matter of electoral bonds. Currently, BJP is the only party in our country with more than 300 donors, followed by Congress and Trinamool. These four major parties alone have more than 100 corporate donors. The policy of these companies can be easily explained to those who are in power, however, the very nature of donations made by corporations remains in dispute and the parties who receive donations remain on target.

We are able to see that the State Bank of India, the Supreme Court, and the Election Commission have tried to ensure transparency by issuing the final, but the political party has not given anything in this direction from the Supreme; in fact, there is no political party in our country. The party is not like that and can claim to have completely white money in its coffers.

The United States has learned from its experience, however, that even there, donations are not completely transparent. If you donate more than $50 directly to a candidate’s campaign, the campaign must report identifying data and secrets to the Federal Election Commission.

The problem lies in how non-profit organizations can spend money without disclosing donors. The US estimated that spent money in the 2020 election was more than a billion dollars.

The BJP has benefited in only three cases. No company wants to spoil its relations with any branch; hence, it donates to more parties.
