At that time, this place used to be the base of the US Navy. It was converted into a prison in the year 2002 after the terrorist attack on the World Trade Tower of America on September 9, 2001. However, he failed in this, and later on, when he became president, Donald Trump issued an order to continue running this prison in the year 2018. Joe Biden, who took the responsibility of being the president from him, also wanted to close this prison, as it had become difficult for America to bear its expenses.
